but LemMinX has had no release yet according to PMI[2] - they have some on github[3], but even there 0.15 isn't a release. Lemminx in turn has dependencies on other non-released artifacts of other projects[4]. Is there a plan to resolve this?

LemMinX 0.15 is tagged at https://github.com/eclipse/lemminx/tree/0.15.0 and artifacts are available at https://repo.eclipse.org/content/repositories/lemminx-releases/org/eclipse/lemminx/org.eclipse.lemminx/0.15.0/ .

We did run dash-license tool against LemMinX yesterday and this reported in licensing of dependencies.
