Per the EDP:

In exceptional situations—such as Projects with zero active Committers, disruptive Committers, or no effective Project Leads—the Project Leadership Chain has the authority to make changes (add, remove) to the set of Committers and/or Project Leads of that Project, and otherwise act on behalf of the Project Lead.

The PMC can ask the EMO to remove/add committers and project leads.

However, you're right that Nick has the power to remove inactive committers. It's good form to let the project team know (via the dev list) what you're doing and give folks a chance to respond.

I am not aware of any way for Tools PMC to appoint committers. But you're project lead so you can retire committers yourself and run the election again -  1 out of 1 +1 and it's done.
