[tools-pmc] Project Lead election for Max Bureck on Eclipse Corrosion: the Eclipse IDE for Rust

A project lead election for Max Bureck on project Eclipse Corrosion: the
Eclipse IDE for Rust (tools.corrosion) was started by Mickael Istria with
this criteria:
Max started as an early-adopter of Corrosion almost when the project started,
and quickly become a prolific contributor: submitting bugs, enhancement
requests, then patches and documentation, supporting others, advertising
Corrosion in conferences keeping in touch with latest changes in the Rust
ecosystem to help Corrosion leverage them... And clearly he's currently the
most active contributor both in term of amount of patches but also in
functional value of the proposed changes. I think he now has a very solid
experience of the project and a solid knowledge of the domain to be a good
leader for Corrosion.
So please join me in welcoming Max a new project (co-)lead of Corrosion!
