[tools-pmc] Please approve "works with" on bash-language-server for tools.shellwax project

Shellwax is a new project under Tools PMC. It has a dependency on bash-language-server (https://github.com/mads-hartmann/bash-language-server) for full editor experience (autocomplete, outline and etc.) but the project is usable without it too as syntax highlighting and auto closing brackets and etc. are implemented on top of TM4E so works even when bash-language-server is not there.

That's why it's a "works with" dependency IMHO.
