[tools-pmc] Committer Election for Nick Boldt on Eclipse Target Manageme

A committer election for Nick Boldt on project Eclipse Target Management:
Terminal and Remote System Explorer (RSE) (tools.tm) was started by Greg
Watson with this criteria:

I would like to nominate Nick to take over as TM project lead. Nick has been
maintaining TM single handedly since he became a committer in February. He is
also a long time contributor to a number of Eclipse projects. Nick clearly
has the time and experience to make a great project lead!
