As I wrote, refactoring CQ is waiting for PMC approve.
Besides we added PHP 5.6 support [1] (parser, new language library, AST add ons, and more)

Seems like a lot of worthwhile fixes. I'm not sure what the "new function" is for the "minor" increase ... the refactoring?
In any case, I'm fine with it ... as long as it is substantially "in the RC1 build".

Dear PMC Members,
I’m requesting PMC approval for PDT 3.4 minor release that is scheduled to coincide with Eclipse Luna SR2. The release contains both bug fixes and new features [1].

The project’s IP Log has been submitted and is awaiting approval.
One CQ with new feature (PHP refactoring support) still waiting for PMC approval [2].
