On Linux, the last thing you want to do is redistribute it. It's probably very likely that it's already installed. And if not, you would get your users to do so via their package manager.
This CQ says it's requested to count libxml2 as a "works with" prerequisite or dependency ... and ... as we know that requires discussion and agreement from PMC.
