Although this library is developed within an Eclipse project it is defined by a
JCP driven JSR and implemented by several parties. Having it in Orbit would be
the most natural place in my opinion as most consumers within the Eclipse
community would think of an javax API as being 3rd party and would come looking
for it in Orbit.
There is also the challenge of the JSR's release and update/patch schedule
having the potential to differentiate from EclipseLink's. Being able to publish
independent of our project may help consumers get the version they need.
