[tools-pmc] Initial contribution for Object Teams

Dear Tools-PMC, Mentors,

I have created three CQs for our initial contribution:

In some first emails with Sharon she signaled that real triaging
only starts after the PMC has given +1.

I'm not quite sure what you would be checking at this stage.
The submitted archive reflects the structure that was already outlined
in our project proposal and discussed during the proposal phase.
I actually held back a few parts that will need a closer look.

Given that the submission is quite large (35 MB) you may not
want to look through each file - so if I should explain the
content to you I'd be happy to answer your questions.

From a bird eye's view I should say that CQ 3784 only contains
code that has either been originally authored for Object Teams,
or is a copy of existing code from the JDT, some portions of
which have been modified for Object Teams.
I kept all dependencies out of this archive to facilitate approval.

CQ 3786 contains the required runtime module. The CQ lists a few
issues that might require further discussion.

CQ 3793 contains example programs that were omitted from the big
archive as being nested zip files. 

Could you please give the necessary approval for the actual IP
triaging to start? Otherwise please let me know about your concerns.
