This should be okay. Go ahead and put a copy on the build server.

For completeness... this is a sort of grey area. Since we don't distribute from the build server, you can put build-time dependencies there. Subject to the terms of their licenses, of course (i.e. commercial software might pose a problem, for example).

    fails sometimes due to network problems (mainly 503: Service
    Unavailable).

    Can we have a copy of this library on build server to make our
    builds independent from network issues?
    We do not intend to redistribute this library - we're
    investigating that separately (in CQ 1528).
The library is XULRunner from mozilla.org <http://mozilla.org>,
    distributed under MPL license.
