[technology-pmc] Reminder to vote on the Committer Election for Carlotta

Voting will close on 2026-03-03 for the Committer election of Carlotta Koroll
on project Eclipse Qrisp (technology.qrisp).

Criteria:

Carlotta worked on Qrisp for several years now. She implemented the following
algorithms:

* Local Counterdiabatic Driving (LCD)
* Counterdiabatic Optimized Local Driving (COLD)
* COLD-CRAB (COLD with additional optimal control method CRAB)

Other contributions of her did not enter the Qrisp Repo, however they
contributed indirectly through completing project work that financed Qrisp.
