[technology-pmc] Committer Election for Vladimir Piskarev on Eclipse LSP4J has started

A committer election for Vladimir Piskarev on project Eclipse LSP4J
(technology.lsp4j) was started by Jonah Graham with this criteria:

Vladimir recently started contributing to the Eclipse LSP4J team and has
already made an impact on the project.

They have addressed the following bugs:
- #479 ProgressParams supports work done progress only
- #480 Update ServerCapabilities to support work done progress
- #481 Inconsistencies in *RegistrationOptions
- #484 Ambiguous Either type when parsing unresolved code action

They have also reviewed other items and provided general feedback on
developer flow, for example in #199 On first opening or cleaning projects
non-modified files are showing up with changes

Vladimir is also the project lead of Eclipse Handly
(https://www.eclipse.org/handly), and has had an opportunity to learn the
EDP. He is also maintainer of LXTK (https://github.com/lxtk-org/lxtk) which
is also a heavy consumer of LSP and the LXTK project is based on LSP4J and
has therefore a vested interest in securing further development and
maintenance of LSP4J.

For these reasons and the long-term outlook for their involvement on the
team, it is my pleasure to nominate Vladimir as a committer on Eclipse LSP4J.
