[technology-pmc] JGit: works with dependency on hbase 
Hey fellow Tech PMC'rs, the JGit project wants to declare a works-with
dependency on hbase.

JGit is working on a DHT storage layer that allows Git repositories to
be persisted on any distributed hastable type store (let's say cloud).

We are targetting DHT systems like hbase and cassandra. The mechanism
is pluggable.

We ask approval as a works-with dependency.
