This is sufficient. To verify: If you inspect an appropriate lane in netedit, you should see that it has an 'opposite' attribute that corresponds to a lane on another edge.

I have created a road network using the NetGenerate GUI and subsequently executed the following command:
netconvert --sumo-net-file network.net.xml --opposites.guess t --output-file opposite.net.xml
My intention is to enable vehicles in the simulation to overtake by using lanes in the opposite direction. Aside from this, I have not modified any other default settings. I would like to know if these steps are sufficient to achieve the desired behavior, or if there are additional configurations that need to be specified.
