This is caused by the default distribution of desired speeds which deviates from the speed limit: https://sumo.dlr.de/docs/Definition_of_Vehicles%2C_Vehicle_Types%2C_and_Routes.html#speed_distributions

I have specified the speed of an edge as 10. However, I see that the output of Lanechange regularly shows speed greater than 10 (around 11-12)? Why is it so? Is there a factor for it?
