the output of routeSampler fulfills the traffic count all by itself it only uses the route information from the input (the number of different vehicles in the input is ignored).

For generating multiple modes you need to run routeSampler repeatedly with corresponding count values. See https://sumo.dlr.de/docs/Tools/Turns.html#vehicle_attributes

I just thought I'd ask, when edge data flows are created, does this add to the total vehicles generated, or does it re-route flows of the vehicles to be generated to fulfill the count numbers for those road sections? Also, when creating edge count data, does it affect passenger cars only or passenger cars and motorcycles? Is there a way to specify which mode will be affected by said flow rates? Thanks!
