If multiple programs are present in a .net.xml file for the same intersection, the last of them is used by default. Please compare both network files to verify that the desired program is saved correctly as the last program. Alternatively, load the program when starting the simulation with option --additional-file (the network can stay the same and you use two different additional files).

Both logic files were loaded with "Load" in "TLS Program File".
