The emissions are always scaled to per-second values regardless of the simulation step size. There is currently no direct way to obtain aggregated values via TraCI.

In documentation there are functions like

getCO2Emission(self, edgeID)

getCO2Emission(string) -> double
 
Returns the CO2 emission in mg for the last time step on the given edge.

What is that time step's duration and is it possible to compute different values for different time step lengths. e.g the function should return different results for 5 secs and 30 secs
