Right now, polygons with holes are not supported by SUMO. You have several workarounds:
- define two different polygons (inner and outer shape). This is fine if you don't need the background to show through the hole
- split the polygon by cutting through each hole into polygons without holes that cover the original area

I wrote a script that converts GeoJSON (which allows holes) into the SUMO
poly XML format but I currently don't know how to deal with the holes in
SUMO.
I also haven't found anything in the documentation about it.

I would appreciate any help!
