Simply set the signal to red once the persons should stop entering. If you wish to distinguish this visually from normal red you can also set the state to 'u' (orange) which will still stop pedestrians from entering.
Note, that you can model middle islands that have extra signals and you can also distinguish the signals for either side of a pedestrian crossing.
