Does it means that Omnet will be used when we want to send specific messages between our nodes? and according to receiving those messages on the other side, make some decisions ?

Omnet will allow you to model communication network traffic and Veins helps you to connect Omnet with SUMO.

If you don't need to simulate communication (in detail), you don't need Omnet/Veins.

I have a problem in understanding differences between following options:

First Option:  Python + SUMO

Second Option: Omnetpp + Veins + SUMO

Could you please tell me what abilities omnetpp and veins can bring that Python cannot serve and vice versa.
