Hi,
the best way is probably to extract a street network for the area in
question from OpenStreetMap and then extract the geo coordinates from
the KML and map them to the network to create route(s) for the
vehicle(s). You can use the tracemapper tool for a first start, see
http://sumo.dlr.de/wiki/Tools/Routes#tracemapper.py.
