Due to some issues with quality control and conference timing, we are releasing SUMO version 1.23.1 as a hotfix.

- sumo
  - Fixed crash when person jumps between stops
  - Fixed invalid arrivalPos when person jumps between stops
  - Fixed crash when using overtakeReroute

- netedit
  - Short connections are visible again when activating 'show connections'  (regression in 1.22.0)
  - Fixed crash setting a negative time treshhold in E2 detectors
  - Fixed crash when using new selection mode features
  - Fixed crash when placing two vaporizers on the same edge

- Tools
  - gtfs2pt.py: option --write-terminals now works when setting --osm-routes
  - gtfs2pt.py: fixed crash when loading --osm-routes with smaller network
