In generally I assume all committers monitor all issues and all announcement and if not, they don't care. 

I.e., when I discuss N&N entries on this issue I assume anyone who cares comments and anyone who doesn't, wont' care if they don't have an N&N entry for their project

For what's worth, before promote I follow the steps described on the job that does the promotion

So I  do compare what is built:

with what is committed:

In case someone didn't announce a problem but has a problem I also check the pending PRs:

As such, M3 does contain all the expect content.

But now SimRel aggregation is indeed broken until the IT staff undo yesterday's archival activity.
