Coming back to your question, why do you need a committer role in case you shall care about the project. I will tell you what is not possible to do without having the role and what is essential from my point of view:

a) Adapting Issue Titles to be meaningful or correct typos e.g Product Increment "Gap content" https://github.com/eclipse-score/score/issues/2019 Product Increment "EPIC: .... ", "Baselibs FT", ...
b) Transfering Issues in other Sub Repos (https://docs.github.com/en/issues/tracking-your-work-with-issues/administering-issues/transferring-an-issue-to-another-repository) currently 238 in the wrong place
c) Writing in the Wiki https://github.com/eclipse-score/score/wiki https://docs.github.com/en/communities/documenting-your-project-with-wikis/adding-or-editing-wiki-pages
d) Adapting the Discussions and the corresponding General Information / Purposes Fields https://docs.github.com/en/discussions/quickstart  https://github.com/orgs/eclipse-score/discussions/1798 https://github.com/orgs/eclipse-score/discussions/116
e) Creating public GitHub Projects https://github.com/orgs/eclipse-score/projects to enable newly created teams to work: e.g. Time is missing
f) creating and adapting milestones https://github.com/eclipse-score/score/milestones to create and maintain the roadmap
and so on.

For my perspective limiting justification of Committer Rights on base of source code activities will not work out in this case.

We are currently struggling with the question, why do you need the committer role?

Could you please explain us (the Automotive PMC) how a committer role will assist you in defining the Project Management Plan and executing it within the project?
