It has a sizable following at ORNL. I personally use Texlipse very heavily. We have a bunch of Texlipse projects in our repo too. Reaching out to the author is on one of my to do lists because I want to include it as part of ICE by default.

Hi Tracy,
I'm regularly looking at
http://marketplace.eclipse.org/content/texlipse and finding out a
way to make this more visible to the community. I'm wondering
whether it would be interesting in your opinion to try to get this
at Eclipse.org under the Science Working Group?
I tried to get in touch with the author just to have him modifying a
small thing in the entry, but didn't get a reply. So a first thing
would be to get in touch with him.
Is there anyone else in the Science Group I should contact about
this? Someone who would know the author would be awesome.
