Well I do think that Eclipse NeoSCADA is great spot for this. We already have Siemens S7, Modbus supported directly in Eclipse NeoSCADA. And I am currently working on bringing back IEC 60870 from OpenSCADA to Eclipse NeoSCADA. Hopefully that won't take too long.

One thing to mention, I guess you are talking about IEC 62056-9-7, since this would be the TCP/IP based profile, right?

AFAIK there is no existing work on this.
