[rt-pmc] Committer Election for Rickard Oberg on Eclipse Jetty - Servlet Engine and Http Server has started

A Committer election for Rickard Oberg on project Eclipse Jetty - Servlet
Engine and Http Server (rt.jetty) was started by Jesse McConnell with this
criteria:
Rickard has made a wonderful impact on the project and has been a pleasure to
work with.

A great effort that Rickard took on a refactoring of the way Jetty 13 will
support different JakartaEE specification versions, a major feature in Jetty
since Jetty 12. His efforts represent a substantial decrease in the burden
required by servlet specifications, resulting in less code, less boilerplate,
and a much cleaner overall feature. He has also been working on a range of
bugs and test issues across the codebase, particularly related to Windows
support.
It is my pleasure to nominate rickardoberg as a committer on Eclipse Jetty -
Servlet Engine and HTTP Server.
