I'd vote for $HOME/.eclipse/recommenders/snippets/* too - not only $HOME or $HOME/.eclipse/recommenders/ to allow other plug-ins to use the same base folder for their workspace-shared data too. I can imagine that the model repository may also be put there and shared over several workspaces. I like that idea :)
