Dear Platform Devs,

does Eclipse Platform provide an extensible mechanism that allows to show some kind of “New & Notheworthy” document (e.g. the “What’s New” section of the Welcome page) automatically once he has upgraded to a new version?

Can the Tip of the Day Framework be used for something like this?
