End users can assign key bindings via Window > Preferences > Workbench > 
Keys.

Developers interested in supporting key bindings for their own actions 
should read the following section in the help.
Platform Plug-in Developer Guide > Programmer's Guide > Advanced workbench 
concepts > Workbench key bindings.
