I am seeing the problem. It appears that the run/debug drop downs are re-populating each time the menu is displayed (and thus the actions update their state properly). The actions in the Run menu are not re-populated each time they are displayed, and thus the actions that appear and their state are behaving statically.

I am not sure why the menu is not being re-populated.
