[photran] PTP 4.0.7 and Photran 6.0.7 is available

The PTP 4.0.7 bug fix release is now available. This is based on Eclipse 3.6 (Helios)

If you have the PTP update site enabled, you should just be able to use "Check for Updates" from the "Help" menu.
That will install/update from the PTP
The PTP downloads page at http://eclipse.org/ptp/downloads.php also has links to optional server components.

So, the http://download.eclipse.org/tools/ptp/updates/helios/ update site now points to 4.0.7
