And notice it says at the top: IMPORTANT: PHOTRAN 5.0 HAS NOT BEEN PUBLICLY RELEASED. This is PRELIMINARY documentation for Photran 5.0's release in September, 2009. Parts of it DO NOT APPLY to the currently-available release.
And in there it says
Selecting horizontal ruler vs. folding
... Preferences .. Expand Fortran and select Editor. Check the appropriate box(es) to enable folding in the free-form and/or fixed-form Fortran editor.
What version are you using?

Does anyone know if code folding works in Photran? I found this
screenshot that seems to indicate that it does:

But, for the life of me, I can't figure out how to enable it. Anyone
know what to do?
