The Plug-in Dependencies view may also be useful as it shows you all the
inter-plugin dependencies.
A good place ot start would be
org.eclipse.pde.internal.ui.views.dependencies.DependenciesView

It's the PluginRegistry class in org.eclipse.pde.core.plugin
Maybe this could be useful to somebody else.
