Hi,
It is not possible to build such a tool for a generic mqtt broker. Some brokers may provided a completely non-standard api for examining the messages that have been queued for delivery to a particular client, but I'm not aware of any that do.
The queues that exist would be delivery-queues for clients. If no client is subscribed to a topic, the message wouldn't be queued anywhere.

Unfortunately, no, this is not the purpose. So, this utility isnt a REAL subscriber. Messages will be donsumed by actual subscribers. This utility will simply browse the messages and list them for viewing. Something similar to IBM mq windows explorere etc.

your utility app will receive its own copy of all the messages that are
published to the topic you are watching.
So you can look at and browse them for debug purposes, as it will be your
own copy, and won't interfere at all with any of the messages received by
other subscribers.
That's the beauty of pub/sub ;)

Retained message may not serve for what I am looking. I am planning a UI
based utility for browsing messages,for easy testing/debugging during
development,so that devs can see messages lying in the topic. I
understand mqtt doesnt support it. What are the alternatives?

On the other hand using "retained" messages is the MQTT way of
implementing something very similar.

This will cause the message to be delivered at most once. Not exactly what
I am looking for. I simply want to browse messages, without impacting
their delivery/consumption by any other application. If MQTT doesn't
support it directly, is there any other way around?

MQTT is based on a publish/subscribe concept, where each
subscriber/subscription has its own queue of pending messages. The only
way to access that queue via the MQTT protocol is to connect as that
subscriber, and which point the MQTT server will start trying to deliver
the messages to you. If the messages in question also match other
subscriptions, they will also be being queued up for those other
subscribers, and the fact that they have been delivered to you doesn't
affect those other applications - the messages will still be there waiting
for them when they next connect.
There's one other feature - the Retained Message. If someone publishes
a message as Retained, that message will be held on the server and any new
subscribers to its topic will receive a copy of that message. However this
isn't really a queue, since the server only holds the latest Retained
message for each topic.
