[paho-dev] Commit rights for Andrew Banks have been expired

Ian Craggs has expired the commit rights for Andrew Banks (abanks).  The
reason for this change is:

No contributions since the initial one for the JavaScript client.

To honor Andrew's contributions to the project, Ian Craggs has nominated
Andrew for Committer Emeritus status.
