Roger, Ian,

I suggest that you create a draft proposal for the Eclipse Mosquitto
project, and just leave blank the section on where this will fit within the
Eclipse project "org chart". Whether it is a sub-project of Paho or a peer
of it is something we only need to finalize by the Creation Review. It
doesn't even need to be nailed down completely to post the project.

Of course, if anyone actually feels really strongly about this
organizational stuff, please speak up. I can say in all honesty that it
makes very little difference once the project is actually up and running.
