[p2-dev] P2 can locate the plugin in the dropins folder but does not loa

I installed Eclipse Helios RC2 in Linux using the root account. The Eclipse install directory is owned by root. The directory is only writeable by root while everybody else can read the Eclipse directory. I also put a plugin in the dropins directory. If I logged in using another user id and invoked Eclipse, the plugin in the dropins folder was never loaded. Some traces showed that p2 was able to locate the plugin but it did not load the plugin for an unknown reason. If I gave everybody the write access to the configuration and p2 directories, the plugin in the dropins directory got loaded. Any idea what might have gone wrong?
