Note that the file available there is a compositeContent.jar, not content.jar
http://download.eclipse.org/eclipse/updates/3.5-I-builds/compositeContent.jar will return you the file.

Going to that URL will always return 404, since there is no
index.htm|php etc.  download.eclipse.org will not serve up file
directories.

But the site is there, and the URL works (at least for me).
