[p2-dev] Update on Composite Repositories

We talked a bit about composite repos
in the call on Monday but we never made any decisions as to how it should
behave. Me, DJ, and John had a follow up meeting and here is what we've
decided:

Composite Repositories:
-Cannot have it's own InstallableUnits,
Artifacts, etc.
-Will not support RepositoryReferences
-Will use their own special XML file
(not content.xml or artifact.xml)
