functional-tests module even for newer JDKs

- https://github.com/eclipse-ee4j/orb/pull/150 - Bump
maven-bundle-plugin from 4.2.1 to 5.1.1 - (this brings the fix in
felix needed for building orb with JDK17+, we're still targeting 8
though)

GMBAL
- https://github.com/eclipse-ee4j/orb-gmbal/pull/29 - Prepare next
development cycle for 4.0.4-SNAPSHOT
- https://github.com/eclipse-ee4j/orb-gmbal/pull/30 - Use plugin in
version managed by parent
