[openhw.core-v.sw] Draft SDK Concept Proposal available for review.

Hi all,
The initial draft of the SDK Concept Proposal by Hugh O'Keeffe, Ian
Loveless and me is now available for review by the wider OpenHW software
community. You can find it in the core-v-docs repository
(https://github.com/openhwgroup/core-v-docs/blob/master/program/Project%20Descriptions%20and%20Plans/SDK/sdk-project-concept.md).
This proposal pulls together the work of most of our various existing
projects. We'll revise in the light of comments received this week prior
to presenting to the TWG meeting next Monday, 27 September.
Please comment either by raising issues or submitting pull requests to
the repository.
