[oniro-wg] 2026 New Proposal: CoreMobile - An App Development & Publishing Platform for the Oniro Ecosystem

Dear Oniro Working Group and Eclipse Management Organization,

I am writing on behalf of a team exploring a new open-source initiative, tentatively named CoreMobile project on Codeberg exclusively in line with EU digital sovereignty goals under EU jurisdiction without US GitHub dependency risks of DMCA e.g. Unofficial YouTube App ‘ReVanced’ Hit With DMCA Takedown Notices back in 2022. The goal is to propose it as a project under the Eclipse Foundation, specifically within the Oniro ecosystem.

CoreMobile is conceived as an application development and publishing as a hosted platform distributor designed to empower global community of developers to build for and contribute to a vendor-neutral app ecosystem on the Oniro platform. Its core purpose is to bridge the gap between the foundational OpenHarmony base and a thriving, competitive global market by enabling two strategic pathways as a conduit for interoperability.

Development Track CoreMobile's Role & Mechanism Goal for the Oniro Ecosystem

  • Official DMA Track providing tools, documentation, and a clear framework to help partners and developers navigate formal Digital Markets Act (DMA) interoperability requests with gatekeepers (e.g., for iOS features). To facilitate sanctioned, commercial-grade interoperability of app projects for Oniro-based devices and services in the European market, helping partners build compliant, competitive apps with EPL 2.0 liberal license for commercial use.

  • FOSS/Libre Track offering pure open source community-driven projects for clean-room development and reverse-engineering to achieve compatibility where official channels are blocked or do not apply, operating within the legal bounds of the EU Software Directive. To foster innovation and foundational tooling, reducing ecosystem dependency on any single vendor and helping solve the "app gap" for Oniro through open collaboration.

  • I believe this dual approach directly supports Oniro's mission to create a "vendor-neutral operating system platform built for global markets" that prioritizes "seamless interoperability". CoreMobile would not be a redundant app framework as we already have frameworks in place from open source interoperable Open Mobile Hub framework alongside native app framework of Oniro, but rather a creator and publisher for the apps built through these tracks with EPL 2.0 for liberal use on open source.

How This Aligns with Eclipse & Next Steps

We understand the Eclipse Foundation operates on principles of openness, transparency, and meritocracy, and that successful projects require clear scope, an active community, and collaboration with existing efforts. Our intent is to build CoreMobile accordingly:

Technical Collaboration: The aim for CoreMobile to integrate with and extend the existing Oniro architecture, such as its application frameworks and toolchain.

Governance: The commitment to developing this as a true, vendor-neutral open-source app development projects under Eclipse governance.
