[oniro-wg] Subject: Proposal for Community Discussion: Federated App Store & Oniro Connect Service

Dear Oniro Working Group Members,


Following the recent introduction by Ignacio Ahedo, I am writing to formally share two strategic proposals for the Oniro ecosystem with the broader community immediate short term goals for 2026 and long term goals. These initiatives aim to enhance Oniro's commercial appeal, developer engagement, and user value, particularly in the European and global markets with ground-up Android and Apple developer migration.

Proposal 1: Federated Application Distribution with Aptoide for 2026 deadline

This initiative proposes a federated app distribution model for Oniro, bridging open-source (FOSS) and commercial applications. By partnering with Aptoide, an established open-source Android marketplace based in Europe, Oniro could offer device makers a dual-channel app strategy:

  • Oniro App Store for FOSS applications.

  • Aptoide for commercial centric applications, integrated as a federated marketplace.

This approach would:

  • Provide a complete, vendor-neutral app ecosystem for all device types (smartphones, tablets, PCs, TVs, wearables, IoT, etc.).

  • Eliminate licensing fees for pre-installation, offering a competitive alternative to proprietary platforms such as vendor-locked in GMS framework's Google Play Android monopoly combined with closed Apple iOS ecosystem App Store duopoly.

  • Potentially integrate Aptoide Connect with future standard Open Mobile Hub framework tools with global distribution platforms like Huawei AppGallery with AppGallery Connect on the vertically integrated HarmonyOS Next/6.x+ platform by making native HarmonyOS apps and games interoperable with each other on the common open source OpenHarmony base API framework/runtimes translation and expanding Oniro's reach and addressing barriers by tapping major opportunities for developers in restricted regions e.g. United States and India adhering to regional regulatory demands etc.

Proposal 2: Oniro Connect – Integrated Mobile Connectivity Service, post-2026 goals

This initiative, tentatively called “Oniro Connect,” aims to integrate a seamless, branded mobile connectivity service directly into Oniro-based devices (phones, tablets, PCs). By partnering with an embedded telecom platform (e.g., Gigs), Oniro could enable OEM/ODM partners to offer optimized, branded data plans directly from device settings.

Key benefits include:

  • For OEM/ODM Partners: A differentiated product feature and new revenue stream.

  • For Oniro Ecosystem: Enhanced value proposition for European and global partners.

  • For End-Users: Simplified activation, management, and tailored plans (e.g., for IoT devices).

This service would operate under consumer-facing regulations (GDPR, ePrivacy), ensuring compliance and faster market entry which me and Ignacio agreed that this ambitious idea can be for a future post-commercial launch plan rather than immediate one which we can go back to this idea at a later time.

I invite the Oniro community to discuss these proposals openly and evaluate their potential alignment with Oniro's strategic goals. If there is sufficient interest, further analysis and collaboration could be explored, potentially at the Steering Committee level.

As a developer engaged with Oniro and HarmonyOS on behalf of both global Oniro and Huawei Community of enthusiasts, developers and users, I am eager to contribute to these discussions and help advance initiatives that strengthen Oniro's ecosystem.
