[oniro-wg-specification] Specification proposal template - discussion

Hello all,
I'd like to propose a template for specification project proposal. The goal is to make it as simple as possible to prepare, but give the Spec Committee all information needed. The proposal is:

Send a message to the oniro-wg-specification@xxxxxxxxxxx mailing list in a message containing:

Title: <your proposal title>
Description: <what the specification will cover, please provide at least 2-3 sentences>
Scope: <what will be in scope, what is out of scope?>
Initial team: <list people who would like to work on this specification>
