[oniro-pmc] PMC after the release of Oniro

Hello Andrei and at all,

during the meeting that the PMC held during EclipseCon 2022 one of the main 
topics was the future of the Eclipse Oniro PMC.

Andrei, checking the notes, one of the tasks you accepted to perform was to 
evaluate if opening an election process was needed/agreed, given that:
* 4 out of the 5 PMC members has changed affiliation and, as a consequence, 
their time invested in the project has decreased.
* The number of committers has dropped.
* There is a new project: IP toolchain.

or maybe any other solution was required.

I know you have been working on it and I was wondering if there is any 
conclusion you can share at this point out of such assignment.

Now that the release is out I suggest to come back to this discussion point so 
you guys (PMC) resolve it.

My motivation for bringing attention to this point is prior experiences where 
time plays against coming to a satisfactory resolution. This is a capital 
topic for Oniro so I am here to support you in everything I can, as EMO is.
