[oniro-pmc] How to request partial license change

Hello,

in order to request approval for a license change of pieces of code that are 
not significant, this is what needs to be done:

* Requirements
   * Rationale for the change request
   * Existing and proposed license
   * Describe the code affected, including links.
   * Approval from all copyright holders involved.
* Procedure
   * Open a ticket in the affected code project
   * Assign it to the EMO team (Wayne/Maria Teresa)
   * Add to the body of the ticket the content that meet all the requirements.
   * Copyright holders can provide their +1 in the ticket comments
