[oniro-pmc] Oniro WG Program Plan 2022Q2 evaluation process

Dear PMC members,

a few days ago we opened at the Oniro WG SC level an evaluation process of our 
progress against the objective defined in our Oniro Program Plan 2022 up to 
the end of 2022Q2 (not July).

Your input is welcome in this process. Please check the document and provide 
your comments. We would like to have this process completed by this coming 
Thursday.
