[mylyn-pmc] Zoom license recovery.

Hello,

  We've been reviewing our Zoom usage and it looks like the Mylyn Zoom account is unused.

As such I've converted the Mylyn Zoom account from licensed to basic[1] so that the license can be re-used.  

If Mylyn has a need for bigger meetings please let us know and we can re-evaluate
